Advice to Landlords and Tenants

Tenants Responsibilities
Temperatures and Scalding
The cold water must flow from the outlet below 20°C, and the hot water above 50°C. A cylinder should be set to 60°C (temperature gauge should be fitted for reading) and a combi-boiler/ electric heater is to operate at 50-60°C. Please inform the landlord/letting agent if you believe the temperatures are not reaching the above or if they are defective in any way. Do not adjust the hot water system; request a visit from your landlord/letting agent.
Please be aware that temperatures above 44°C are within scalding range. The hot water system control measures in place for this property are set within scalding range. Take extra care when using the hot water system by ensuring you blend the hot water with the cold water to reduce the water temperature.
Flushing Water
All outlets must be flushed to ensure your water does not stagnate; this means flushing all outlets at least once a week for 5 minutes.
Loft Tanks
The CWST should be free from debris, scale, sediment, and be of a good condition with insulation, and a tightly fitted lid. Notify the landlord/letting agent if you notice any of the above.
Limescale
The tenant should remove scale from shower & tap heads and maintain every 3 months to prevent/minimise aerosol and spray.
Landlords Responsibilities
Pipework
Remove dead legs and redundant pipework to reduce risk of stagnation. Replace non-WRAS approved materials with approved materials (e.g. flexi hoses) to comply with Water Supply (Water Fittings) Regulations 1999. Insulate pipework to reduce heat loss/ transfer.
Unoccupied Properties
If your property is unoccupied for periods longer than a week, e.g. change in tenant, student holidays, etc. a flushing programme should be implemented – flushing all outlets for a minimum of 5 minutes.
Review
The HSE states, “It is important to review the assessment periodically”.
Tenants and Landlords Responsibilities
Changes to the Water System
Do not change or add to the water system without consent from the landlord. The water system will require a new legionella risk assessment where modifications have taken place.
